One problem with specifying styles is that you might specify a rule like this with the intent of modifying EM tags:
<STYLE type="text/css">
   EM {color:red}
</STYLE>
The only problem is that some bozo might come along and use <EM> where you weren't expecting. For example:
<H2><EM>Italic Header</EM></H1>

<P>It is <EM>critical</EM> that you protect your Guinness!</P>
As a result, you'll get something that looks like this:

Italic Header

It is critical that you protect your Guinness!
